The first nonrenewal letters written under Colorado’s HB25-1182 notice rules are only weeks old, and California letters have carried score language since late 2022. The letter is not a verdict. It is a document with required parts, and each part tells you something you can use.

Find the sentence that says why. A scoring reason, naming a wildfire risk score, model, or rating, points at contesting the score where that right exists. A condition reason, naming the roof or the vegetation itself, points at fixing and documenting. In Texas, HB 2067 has required the reason in writing automatically since January 1, 2026. In Colorado, the notice must arrive with the nonrenewal under HB25-1182. Elsewhere you may need to request it in writing.
Letters and the score reports behind them often name the model. Each name tells you the scale and the factors before you read another word:
In Colorado, the notice must explain the score in plain language, state the range of scores a property could receive, and state the effect each mitigation action could have. The Division of Insurance told insurers what the notice should contain in Bulletin B-5.56, issued February 10, 2026, complete with a model notice as Attachment A. Put your letter next to that model; anything missing is worth raising in your appeal. Our HB25-1182 guide walks through it. In California, insurers using wildfire scores have owed policyholders the score and an appeal path since October 2022.
The nonrenewal takes effect on a date in the letter, and everything works backward from it. In Colorado, once you appeal the score, the insurer has 10 days to acknowledge and 30 days to decide, so the effective date determines how much runway an appeal has. In Texas, with no appeal right, the date sets your shopping clock instead.
The letter itself. The full score report, requested in writing if it did not arrive. Receipts and invoices for mitigation work, matched to dates. And a dated, verifiable record of the property as it stands now, described the way the models score it: what stands 0 to 5 feet from the structure, the 5 to 30 foot band, roof class, vents.
